established the Federal Group Life Insurance Program. |

1959 -- Public Law 86-377, amended
the Federal Group Life Insurance Act, to continue insurance at full face value
without regard to age while employed and thus start the 2% reduction per month
at either age 65 or retirement, whichever is later; and to reduce the service
requirement to continue coverage after retirement from 15 to 12 years. |

1967 -- Public Law 90-206,
liberalized the Federal Group Life Insurance Act to provide: |
 |
(a) a minimum of $10,000 of life insurance for all employees; |
 |
(b) an additional $2,000 to employees whose salary is in excess of $8,000; |
 |
(c) an optional $10,000 of insurance protection made available to all
employees; |
 |
(d) an equal amount of accidental death and dismemberment protection
with each coverage, until retirement. |

1968 -- NRLCA offered Life Insurance
Plan to members: |
 |
(a) $10,000 to member; $5,000 to spouse; $2,500 to each dependent; |
 |
(b) at 65 -- premiums cease; benefits reduce 2% per month to $2,500 for
member; dependent coverage ceases. |

-- NRLCA Life Insurance Plan available to substitutes effective May 1,
1968. |

1974 -- Under terms of the 1973
National Agreement, effective July 20, 1974, the Employer assumed the full
cost of the standard life insurance coverage. |

1980 -- Public Law 96-427, allowed
additional elective coverage at no cost to the Federal Government;
Effective on the first pay period beginning on or after October 1, 1981, all
employees under age 45 will have increased amounts of basic life insurance at
no additional cost to them. |

1987 -- On October 1, 1987, the NRLCA
offered an improved Life Insurance program to its members. |

1993 -- FEGLI Group Life Insurance

-- Public Law 103-409 -- FEGLI Living Benefits Act. Terminally
ill enrollees with a life expectancy of nine months or less can receive a
payment while still living. |
